PNS Khalid & PNS Juraat visit Oman

PNS Khalid (S137), an Agosta-90B class diesel attack submarine (SSK) and PNS Juraat Multi-Purpose Auxiliary Craft (MPAC) of the Pakistan Navy (PN) are visiting the Sultanate from February 23 to 26.

The flotilla of the Pakistan Navy is commanded by Commodore Ahmed Saeed. During his stay in Sultanate, Commodore Ahmed will hold meetings with Oman military and civil authorities.

Japanese Naval Chief Visits Naval Headquarters

Chief of Staff Admiral Katsutoshi Kawano of the Japan Maritime Self Defence Force (JMSDF) visited the Naval Headquarters. Japanese naval chief was received by Pakistan Navy's Chief of the Naval Staff Admiral Mohammad Asif Sandila. 

A contingent of Pakistan Navy presented the Guard of Honour to the Japanese naval chief . Admiral Katsutoshi Kawano and  Chief of the Naval Staff Admiral Mohammad Asif Sandila discussed matters of mutual interest.

Pakistan test fires Short Range Surface to Surface Missile Hatf IX (NASR)

Pakistan today conducted a successful test fire of Short Range Surface to Surface Missile Hatf IX (NASR). The test fire was conducted with successive launches of two missiles from a state of the art multi tube launcher. NASR, with a range of 60 km, and inflight maneuver capability can carry nuclear warheads of appropriate yield, with high accuracy. 

This quick response system, which can fire a four Missile Salvo ensures deterrence against threats in view of evolving scenarios. Additionally NASR has been specially designed to defeat all known Anti Tactical Missile Defence Systems.

Pakistan Navy To Equip Its Hawker 850 XP with Surveillance Radar


MARITIME SURVEILLANCE RADAR FOR PN HAWKER 850XP
DESCRIPTION
1.
GENERAL

Radar system should be able to provide 360 degrees coverage to detect sea surface targets.  It should be capable to detect surface ships, small boats and Submarine snorkel/ periscope under smooth or confused rough sea conditions.  It should be light weight and compact in design, requiring minimum alteration of cabin layout on Hawker Beechcraft 850XP.

GENERAL/OPERATIONAL REQUIREMENTS

An airborne maritime radar system should be able to provide 360 degrees detection coverage and tracking capability in all sectors.  It should be modern radar with LPI feature. It should have the capability to provide long range maritime surveillance (at least 200 NM) and detection of small contacts, i.e, fishing boats, survivors in water and Submarine snorkel / Periscope from at least 40-50 NM.

The radar should have SAR/ ISAR features and localization of targets in Track while scan mode.  It should be able to provide air picture of air targets and have an overlay of AIS and ADS-B data to provide comprehensive picture at 2 x stations, i.e, in rear compartment and cockpit.  .

4.
The radar must be designed on open architecture and should be capable of meeting the evolving requirements through modular upgrades.  It should be capable of operating in different modes to suit specific mission requirements, like in surveillance, anti submarine role and weather avoidance.  The equipment should conform to following functional requirements:
a.
Should have standard interfaces for interfacing with digital/ analogue sensors and shall be integrated with onboard sensors, equipment and navigation system for better situational awareness.
b.
Should be of modular design for easy installation/ maintenance and replacement.
c.
The equipment control/ display and operation should be available at operator station in the cabin alongwith additional display in cockpit.  The work station of operator shall be integrated to receive, display and send data to other work station/MFD for display.
d.
All operational and technical capabilities should be demonstrated during trials.
e.
Should conform to international recognized military standards with documented compliance certificate.
f.
The work station shall be integrated with aircraft ICS.
g.
The system should have complete BITE facility up to module level as well as continuous on-line fault monitoring capability with trouble-shooting/ fault isolation up to PCB/ Module level. The firm shall provide all test equipment required to maintain/ repair Radar in field as well in workshops.
h.
The supplier is to provide acceptance criteria at least three months in advance to be followed during Factory acceptance, acceptance on ground and in-flight trials. However, seller should be willing to incorporate proposed changes recommended by the buyer in the acceptance criteria or convinced by the buyer otherwise.
5.
TECHNICAL SPECIFICATIONS

The equipment should conform to following technical / operational specifications:
a.
Frequency Range:               I band
b.
Operating modes:

(1)      
MTI
(2)      
Air to air detection
(3)      
Surveillance long range (at least 200 NM)
(4)      
Short range for detection of small boats / submarine periscope (20-35 NM)
(5)      
Beacon mode


c.
Additional Features:

(1)           Preferably should have 360 degrees coverage.

(2)           It should have capability of tracking multiple targets (30 or more).

(3)           It should have plotting tools / drawing of symbols, plotting of areas as per mission requirement.

(4)           The radar should be fully functional at acceptance alongwith requisite hardware/software necessary for its operation including charts overlays etc.

(5)           It should have capability of mission data recording and playback.

(6)           It should have high speed auto scanning.  It should be able to display radar picture/ contacts, once the radar is put to stand by with moving map.

(7)        The radar should have pulse to pulse frequency agility.

(8)      The radar should have automatic gain control to reduce the effects of noise and sea clutter on radar receiver.

(9)     The radar should have pulse compression feature for long range detection and high range resolution.

(10)      The radar should have option of sector transmission in particular sector.

(11)      The radar should provide high data rate for small targets.

(12)         It should have power supply- 28 V DC, 115 V AC 400 HZ:

(13)         Power output shall be less.

(14)         The equipment shall not interface with other onboard equipment.
6.
MAINTENANCE FACILITIES

Following maintenance facilities are to be provided:
a.
All special to type test equipment and tools along ‘Initial Spare Package’ required for preventive and corrective maintenance be provided for 2nd level maintenance.
b.
MTBF and MTTR figures associated with each component of the system should be provided.
c.
Firm shall indicate its agreement for subsequent repair / maintenance and logistics support through a Rate Running Contract.
d.
EMC/EMI testing and clearance should be demonstrated in the workshop environment and on the platform fro 2nd level maintenance.
e.
Based on LORA, Test Bench facilities with associated software for maintenance and repair of all the sub-systems/modules/PCBs/components of main equipment should preferably be procured.
e.
The system should have complete BITE facility up to module level as well as continuous on-line fault monitoring capability with trouble-shooting/fault isolation up to PCB/module level.
7.
DOCUMENTATION

Following system documentation in English language both as hard copies (Two sets) and Soft Form (Windows compatible) on CDs (Two set) shall be required:
a.
Operator Manual.              It shall describe complete and step-wise operating procedures, covering all features of the equipment.
b.
Installation Manual.          Detailed installation manual shall be provided along with interface control document for the equipment on aircraft. Detailed documents for interfacing with other aircraft systems shall also be provided.
c.
Maintenance Manual.       Standard system description, Overhaul Manual inclusive of signal flow description along with comprehensive IPC for the system and installation kit shall be provided indicating commercial part numbers of customized components.
d.
Illustrated Parts Catalogue (IPC). The firm is to provide IPC of the spares parts.
e.
System Wiring Diagrams and Integration Drawings.              These are to be provided by the supplier.
8.
SOFTWARE/FIRMWARE REQUIREMENT

The system software including the software with the test bench must incorporate following features:
a.
Software modules should be fully documented in the software documentation for understanding their operations.
b.
Software must have simulation and training facilities in Windows PC based environment.
c.
Software must be warranted for a period of 10 years or more.
d.
A certificate must be furnished by the supplier that the software supplied is of latest version.  Any up-gradation of the software should be provided by the supplier free of cost during the warranty period. Software programme should be user friendly.
e.
It should be fully supportable in case of an upgrade in hardware is necessitated due maintainability and/or technological advancements.
f.
Necessary software for running the diagnostic test up to module level should also be provided.
g.
Software should be capable to compile, update and share its EW library with other systems.  The library should at least be able to contain 3500 emitter modes.
9.
TRAINING

Following training courses are to be arranged with OEM:  Duration of the course is to be mutually agreed by both the parties


a.
OPERATOR TRAINING

Operator Course to enable the 2 sets of aircrew to use the system to its optimum capabilities and to train subsequent operators.


b.
MAINTAINER TRAINING

Maintainer Course up to onboard Maintenance to enable the 3 sets of trainees to carry out all maintenance routines, fault diagnoses up to PCB/module/LRU level and monitoring of signal flow through different LRUs.
c.
Maintainer Course for O & I Level Maintenance to enable the trainees to carryout all maintenance routines, overhaul the system, diagnose and rectify defects up to component level.
10.
SCOPE OF SUPPLY

Following is to form part of the system package:
a.
System Documentation.
b.
Training.
c.
Technical assistance.
d.
All the installation material, mating connectors, power supplies, cables, accessories etc required for correct operation of the System.
e.
Requisite Test Benches/ Equipment in accordance with LORA.
f.
Commercial equivalent Part Numbers for all components used in the system.

11.
LOGISTIC SUPPORT

Following logistic support measures are to be considered:
a.
Initial spares package shall be provided in light of OEM’s experience for operation of the system for one year.
b.
A guaranteed supply of spares as well as maintenance and repair facilities, including software up-gradation is to be assured for 15 years from the date of acceptance of equipment by PN.
c.
A Depot Spares Package is to be recommended to cater for 3 years requirements.
12.
ACCEPTANCE CRITERIA

Acceptance test criteria may involve following:
a.
A comprehensive draft acceptance procedure is to be prepared by seller and should be forwarded to PN for concurrence at least 3 months prior to tests.
b.
Acceptance Trials including flight trials at Company’s cost would be carried out as per plan schedule agreed between PN and supplier in presence of tactical and technical crew in Pakistan.
c.
After modification phase of aircraft, acceptance tests (Ground and Flight) shall be performed in Pakistan in presence of supplier/OEM representative(s) as an integral part of modification phase. These Acceptance Test Procedures should be approved by Pakistan Navy in advance of their conduct. Acceptance team will be formed at MEHRAN by COMNAV comprising of air and ground crew.
d.
All operational and technical capabilities of each sub system to be demonstrated during acceptance trials.
13.
GENERAL TERMS AND CONDITIONS

In addition to terms/ conditions elaborated in annex’ A; following conditions will also be applicable:
a.
Due to less space available and light weight of subject aircraft, new systems must be compact & light in weight and should not affect internal cabin layout, CoG and other flight characteristics should remain within prescribed parameters of the aircraft.
b.
System should not be prototype and should be proven on various platforms, preferably on Jet aircraft. Certificate from at least one user is to be provided with technical offer.
c.
System must be certified by an authentic Airworthiness Authority, preferably FAA or EASA.
d.
offered system should perform optimally when operated as independent system as well as in integrated operational environment (with, AIS, and other aircraft equipment operating).
e.
The installed system should be fully functional and operated from operator console having multifunction display prior final acceptance.
f.
The draft Acceptance Test/ Trials Procedures should be forwarded to user (PN) at least three months before commencement of ground/ flight acceptance phase. The trial procedures shall be reviewed by PN as per user requirements which will then be deemed final.
g.
System should conform to military standards MIL-Std-704F, MIL-Std-461E & MIL-Std-819 Method 514.3 Cat ‘C’ Method 500.2 Pro I & II.
h.
Requisite maintenance, documentation, training, logistics requirements/ facilities, etc, as mentioned in Annex A, must be ensured.
j.
Guaranteed supply of spares/ Depot spares package by the supplier.

k.
Operator and maintainer training should be completed before system acceptance trials.
14.
INTEGRATION REQUIREMENT (OPERATOR CONSOLE/ MFD)

System installation and integration with other onboard sensors/ systems (Navigation, ICS and AIS)/MFD as applicable will be done by the supplier. The Acceptance Test/Trials should include procedures to ensure this requirement.

15.
PREFERENCE TO EQUIPMENT

Preference will be given to the system which involves less structural modifications. Minimum changes in cabin layout will be preferred.

16.
CERTIFICATION

All modification in the aircraft for installation and integration of the equipment must be certified by recognized airworthiness agency (FAA, EASA etc) certification/ evidence of which must be produced before PN prior finalization of the contract.
17.
FEASIBILITY

The supplier is to conduct a detailed feasibility of PN Hawker 850XP and propose layout as well as complete design of structural modifications, required for the installation of radar, alongwith the technical proposal.
18.
ORIGIN
The Equipment should be preferably European origin and should not have any component from counties having issues for export to Pakistan
19.
Technical Scrutiny
The Equipment proposals  will be scrutinized by a Team nominated by NHQ
